Why does motion detector switch need a white lead? - light detector switch

I have a "W 180 degrees Manual Decora Occupancy Sensor / locator light" wall switch for use in a closet. However, my contractor said it will not be installed because no white on him to be. Why, in particular must change, and others are neutral?

The design of the switch must function properly if you are neutral, because they intend to mount the switch to the design of other switching and location you will be your answer.
